Cannot build dynamic calculations for the Performance Management Overall Rating Column

It is desired that the "Performance Management Overall Rating" column have a dynamic calculation that is dependent on the "Performance Management Overall Goal Rating" and "Performance Management Overall Competency Rating" columns. Based on the values of each of those two columns, we would like to populate the "Performance Management Overall Rating" with a hard coded value. Current functionality is not allowing this to happen, which seems to be due to the Performance Management Overall Rating column not being used or having values in the Performance template integrated with Workforce Compensation.

It is desired that this dynamic calculation work, but alternatively, the Workforce Compensation Overall Rating can be used and will be useful in the performance related manager reports. However, the performance management overall rating is included in the delivered Performance – related reports as well and would need to be removed. But because the Performance Management and Compensation Ratings are both being used in the setup, it cannot be removed based on delivered functionality.
