On : 11.13.20.01.0 version, Billing - Transactions
When attempting to create transactions
the following error occurs.

The transaction is associated with at least one invalid or closed transaction distribution. Enter a valid transaction distribution (AR-855039)

The issue can be reproduced at will with the following steps:
1. Login to the Receivables > Billing
2. Create Transactions
