Order HTS Item Updates Failing On Upload (Doc ID 2664019.1)

Symptoms

Order HTS Item updates failing on upload with locking error.
Prerequisite:
- Prepare a template for Order upload with only the 2 sheets ORDHEAD and ORDSKU_HTS
1- Create Multiple POs 5 items each all items do not have HTS attached.
2- Attach HTS to PO items, and make sure the assessment is calculated correctly in ITEM_HTS_ASSESS table
3- Create an ODS sheet based on the template above to update HTS for the order details (ORDSKU_HTS)
4- Upload the sheet to RMS

Result:
Upload fails with error like:
Table ORDSKU with key values of <ORDER_NO>, %s3 is locked by another user.
And upload only updates a few of the orders not all.
