Lead Object workflows restrictions

1. Can we stop triggering emails during the Holidays or Non Office hours in the object workflow?
2. Is it possible to restrict the email notification through groovy script in the object workflow.?

Ex: Assume that office working hour is 9:00 AM to 5:00 PM and I don't want to send any of the email notifications to the sales agent after the working hour.

Please confirm whether this functionality can be set up in the system.
