Instance Creation Fails with a Different Host in a Platform Manager (Doc ID 2664813.1)

Symptoms

The instance creation will fail in below scenario 

Suppose there are  2 VMs A and B. If A is choosen as an instance host in platform manager which hosted by B,then it will fail. But if A is included as one of the hosts, then creation succeeds.
