On : 11.13.20.01.0 version, Service Request

ACTUAL BEHAVIOR
---------------
There are 2 users that cannot be found in HRHD SR search

EXPECTED BEHAVIOR
-----------------------
All HRHD Users should be able to be found in Service Requests and have SRs assigned to them

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in and Navigate to HRHD SRs
2. Create a new SR or Edit an existing SR
3. Change assignment of SR, those users cannot be found

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot assign SRs to those users.
