Content and Experience (OCE) Attempt to Edit Content Results in Document Not Loading (Doc ID 2665468.1)

Symptoms

Documents are not loading.  Unable to Edit Sites.  In Content and Experience Cloud, there are PDF and other files in a folder, when clicking on PDF site shows "Sorry, we couldn't load your file"

ERROR

"An error occurred while initializing the site editor. Unable to start the editor.


Steps to reproduce the issue:
1) Click on Documents
2) Click on "A" Folder
3) Click on "B" Folder
4) Click on "C" Folder
5) Click on "xxxx.pdf" file
6) Error:  "Sorry, we couldn't load your file"

7) Attempt to open an existing site 

8) Error raised:  "An error occurred while initializing the site editor. Unable to start the editor.  An error occurred while loading the user interface. Error: An internal server error occurred."
