Unable to Create Site from Template (Doc ID 2665866.1)

Symptoms

Attempting to recreate a site into using a template is failing while using the CEC Toolkit and the OCE UI.  The UI throws the following generic error:

Your site '<sitename>' couldn't be created.

The following error can be seen in the browser's network trace when attempting this via the UI:

Error site creation RMI handle : Channel with name <sitename> already exists.  Check CaaS logs for more details.
