STKVAR Fails with "ORA-00054: resource busy" and Variances are Double Posted for Unit and Amount Stock Counts (Doc ID 2666253.1)

Symptoms

As a part of Nightly Cycle, STKVAR is failing with error:
"stkvar_2~[YYYYMMDDHHmmss]~process~stake_prod_loc~-54~ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired~LOCK RECORDS: cursor=c_lock_spl"

After restarting the batch the variances for unit and amount stock counts were double posted.

Steps to reproduce:

  1. Create a stock count SC1.
  2. Upload the results back to RMFCS and run stkvar batch.
  3. Create a new stock count SC2 with same item-loc combinations as stock count SC1.
  4. Upload results back to RMFCS and run stkvar batch.
