On : 11.13.20.01.0 version
When attempting to load tokens using csv file, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Prepare IbyLegacyTokenImport.csv
2. Run import process to import token data from IbyLegacyTokenImport.csv
