Slow Item Extended Flexfield (EFF) Deployment Resulting in Difficulty Working With Items (Doc ID 2666903.1)

Symptoms

Very slow Item EFF Deployment resulting in failure to update items

MESSAGE
-----------------------
Flex deployment is not running due to system or server error during last run.
Action Needed :
Current time : m/d/yy hh:ss PM
Offline deployment for this flexfield failed abruptly due to system or server going down.
Click Cancel Offline to clear the deployment queue and then start flex deployment again

Refresh and Offline Deployment Log for flexfield EGO_ITEM_EFF triggered by user xxxxx
Offline Deployment last status update : m/d/yy h:ss AM Status : DEPLOYING
Flex deployment is not running due to system or server error during last run.
Action Needed :
Current time : m/d/yy hh:mm PM

Process is STALLED:
5:58:58] Processed 1880 categories, flushing generated search task flows to metadata repository.
[16:14:53] Processed 1900 categories, flushing generated search task flows to metadata repository.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Setup and Maintenance->Manage Extensible Flexfields
2. Search for EGO_ITEM_EFF
3. From Actions ->Choose Refresh and Deploy Offline
