All Employees To Be Avaialable For Search Under 'Assigned To' Field Of SR (Doc ID 2667231.1)

When a service request is created, the creator uses 'Assigned To' field to select assignee. Only the resources who are present in organization hierarchy, are available as assignee.
To make an employee available as assignee, under manage users we need to select the following.

Go to Setup and Maintenance->Task:Manage Users
1. Resource Role
2. Organization

Is it possible to add these for all employees in bulk so that all employees  are available as assignee.
