EXM_EXPENSE_TYPES value set does not exist. cannot create context-based DFFs per note 2434772.1 without this value set

To verify the absence of value set on customer pod, run the following:

select * -- SR #
from FND_VS_VALUE_SETS
where value_set_code = 'EXM_EXPENSE_TYPES';

if no rows returned, then VS is missing and must be created
