OCI: PowerShell does not Show the Grub Menu or only Shows Garbled Characters (Doc ID 2668593.1)

Symptoms

When using PowerShell to connect to an Instance's Serial Console, the grub menu might not be shown at all or shows garbled characters.

The output may look like

Creating boot entry "Boot0001" with label "Oracle Linux" for file "\EFI\redhat\shimx64.efi"
Use the ^ and v keys to change the selection.
Press 'e' to edit the selected item, or 'c' for a command prompt.   Oracle Linux Server 7.8 Rescue 4d22b646cbc144a9b4bbc3f89676cfc4 (4.14.35>
