OCI: PowerShell does not Show the Grub Menu or only Shows Garbled Characters (Doc ID 2668593.1)

Symptoms

When using PowerShell to connect to an Instance's Serial Console, the grub menu might not be shown at all or shows garbled characters.

The output may look like
