Symptoms

 - P6 Cloud Admin user unable to remove the "Primavera P6 Production" role for any users, after Save getting - 'Failed modification to user' UI error.

- Kibana log:

ERROR com.primavera.integration.oim.connector.dao.impl.BaseApplicationResourceAPI - A server exception occured while trying to perform username token authentication: You are not allowed to run Web Services as a user license has not been assigned to you. The license can be assigned by opening the Users dialog in the Project Management application and checking the appropriate checkbox on the Licensing tab. Please contact your administrator.
