ADF Error On Buyer Dashboard When Searching By Department (Doc ID 2668808.1)

Following error is thrown when opening Buyer Dashboard for a department:

ADF_FACES-60104: An error while processing your request. for more information, please see the server error log for an entry beginning with http error status code 404

Steps to reproduce:

1. Access Buyers Dashboard
2. Enter a department and push the search button.

As a workaround to avoid this error, the user needs to be setup with privilege to approve orders.
