REST API Error: The value of the attribute DetailedTaxLineNumber isn't valid. (Doc ID 2669151.1)

Symptoms

When attempting to create invoice with one line having multiple tax lines and corresponding distributions using REST API,
the following error occurs.

ERROR

The value of the attribute DetailedTaxLineNumber isn't valid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
REST API used: receivablesInvoices
Documentation: https://docs.oracle.com/en/cloud/saas/financials/20a/farfa/op-receivablesinvoices-post.html
1. Prepare the payload with multiple tax lines against one Invoice and provide the corresponding Tax Distributions
2. Process the payload and verify
3. Error will show and the invoice will not be created.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create invoices with one line having multiple tax lines and corresponding distributions using REST API

NOTE:
The error happens only in the scenario: Invoice with Multiple Tax Lines for a single Invoice Line and Tax Distributions are provided in the payload.
For all other cases where user intends to provide distributions, REST API should work fine.
