OAC-C: Starting Essbase Instance Fails with "The following compute resources were stopped externally. The orchestration is in 'stopping' state" and "The operation to [start] the compute resources for the VMs failed" (Doc ID 2670151.1)

Symptoms

Tried to stop service on Essbase instance then start the service.

When attempting to stop service, getting below errors,

Started operation to [stop] node(s) of service <Instance_name> in identity domain <idcs>
Started operation to [stop] the compute resources for the VMs.
Unable to stop the following Compute resources: /Compute-XXXXXXXX/<USERNAME>/paas/ANALYTICS/<INSTANCENAME>/BI/vm-1
The operation to [stop] the compute resources for the VMs failed.
Activity Ended

When attempting to start service, getting below errors,

Started operation to [start] node(s) of service <Instance_name> in identity domain <idcs>
Started operation to [start] the compute resources for the VMs.
The following compute resources were stopped externally... The orchestration/Compute-XXXXXXXX/<USERNAME>/paas/ANALYTICS/<INSTANCENAME>/BI/vm-1 is in 'stopping' state since <DATE>
The operation to [start] the compute resources for the VMs failed.
Activity Ended

 

Unable to SSH to the VM. Getting "Connection timed out" error while trying to SSH to VM.
