Address Validation Configuration Is Not Working As Expected (Doc ID 2670282.1)

Symptoms

Configured the address validation for US & India in Manage Geographies set-up, however the validation is not working as expected and is not performing consistently for US & India.

Please find the below cases :

(A) US - Geography validation for State and Postal Code is enabled
 
Case 1 : Valid State and Postal code is entered while creating the address - however the address has failed

Case 2 : Valid State, City and Postal code is entered while creating the address - address got created.

(B) India - US - Geography validation for State and Postal Code is enabled

Case 1 : Valid State and Postal code is entered while creating the address - address got created

Case 2 : Only Valid Pin is entered - address got created

Case 3 : Invalid Pin, City & State is entered - address got created.


EXPECTED BEHAVIOR
-----------------------
Address gets created.
