Unable To Add a Group to Workflow Setup in a Template

ACTUAL BEHAVIOR
---------------
A group that has been added to a Business Process (BP) via Access Control in a shell template is not available for selection when going to that BP's Workflow Setup in the template.
EXPECTED BEHAVIOR
-----------------------
The group should be available for selection.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log in to Unifier
- Navigate to Company Workspace (Admin Mode) Templates>Shells>Projects>[Name of Project] > Setup >Business Process > [Name of BP] > Workflow Setup > Open workflow
- Click on Settings tab and select the Creation Step
- Click on the Select button to the right of Assignees: The desired group is not listed
- Navigate to Access Control and the BP from step 2. Noticed the desired group is listed.
