Budgetary Control funds status reserved but PO cancelled (Doc ID 2671419.1)

On : 11.13.20.01.0 version, Budgets

Unable to release funds from Purchase requisition

User created PR for quantity 1 and wrongly PO was issued for 0.6 quantity. Later PO has been cancelled along with PR. But PR fund status is still partially reserved and unable to release those funds.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Quantity on the requisition line was 1.

2) Buyer created a PO for this requisition line and on the PO changed the quantity to 0.4. This effectively means the quantity is now 0.4. There is no balance of 0.6 anywhere else (see addendum below)

3) Buyer canceled the PO line of 0.4 and chose not to cancel the unfulfilled demand. This caused the system to automatically create a new requisition line for quantity 0.4 which was then put back in the Buyer's queue.

4) Buyer returned this line which led to its being automatically canceled (since requisition preparer was not the person who created this line, they can't edit it so returning it to them automatically leads to a cancel).

Addendum
If Buyer wanted to break up the purchase into 2 (0.4 and 0.6), Buyer had 2 options:
a) Split the requisition line into 2 (this would create 2 new requisition lines) before creating the purchase order
b) Create the purchase order with a quantity of 1 and split the PO line into 2 schedules for 0.4 and 0.6
