Assign Best Driver Action Ignoring Other Drivers And Assigning To One Driver

Symptoms
An Agent is configured that looks for Shipment Created and assigns the best driver
Now when 10 shipments are getting created, all of them are getting assigned to the same driver (instead of getting assigned to other available drivers)
All the available drivers have identical setup and same calendars
Expectation is that Shipments should be assigned to the different available drivers instead of getting assigned to one driver
Since OTM is assigning Shipment 1 with Driver A and Shipment 2 is also assigned with Driver A, Shipment 2 to wait until the Driver A completes his first shipment .
So Shipment 2 which should start at 9am (with another available Driver B) is waiting for Driver A till he completes his work and starts with Shipment 2
This is affecting the operational efficiency of the business
