How to make all records available in Control Budget parameter for the Budgetary Control Analysis Report? (Doc ID 2672441.1)

Unable to choose Control Budget parameter while running the Budgetary Control Analysis Report (for Projects) report from Reports and Analytics or Scheduled Processes.
Navigation: Reports and Analytics..All Folders..Shared Folders...Financials....Budgetary Control....Budgetary Control Analysis Report.
Budgetary Control Analysis Report opens up with Control Budgets where the logged in user is the Budget Manager. No other Control Budgets are available to choose from in the LOV.
Even running Budgetary Control Analysis Report from the Scheduled Processes, shows some values (where the logged in user is the Budget Manager).
Is this a Data Access Control issue?
 
Data Access to the role ‘Budget Manager’ and ‘Budget Analyst’ is provided at the Business Unit level.

How to run Budgetary Control Analysis Report for all Control Budgets for Award/Projects?
