Symptoms

ACTUAL BEHAVIOR
---------------
Reassign Product Change Order to application role does not work

EXPECTED BEHAVIOR
-----------------------
User assigned change order should be able to reassign CO to application role

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create a Change Order
2.Add an Item to the Change Order
3.Perform an Edit on the Item within the Change Order in order to create a redline attribute
4.Save and move the status from Draft to Open -> Save
5.Select Change Status button and to move to Approval
6.Go to Manage Worklist
7.Open the change order
8.click Actions-> Reassign
9.Application role is not allowed to select
