How Data Is Populated In GL_BUDGET_BALANCES Table? (Doc ID 2673036.1)

Budgeting for certain accounts happens for few months in a year (Ex: Budgeted only Oct & Nov). GL_BUDGET_BALANCES table have entries for only few months (ex: only 4 lines). Expecting 12 lines, even though there's no activity.

It has been observed that few accounts have 12 entries even though they budgeted only for 1 or 3 months,can be seen on Inquire on detail balances
Is there any process need to run in order to populate the data for 12 months?
