Symptoms

Sandbox Refresh / Publish goes to 404 error - refresh or publish takes plenty of time and finally time out error comes up

ERROR

A connection to the server has failed. (status=504)




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open sandbox, try to refresh
