Symptoms

Unable to Edit Project Start and End Dates in Project Financial Management

Steps to Reproduce :

1. Go to Project Financial Management
2. Query a Project
3. Go to Manage Project Financial Settings
4. Click on Edit
5. Observe that Project Start and end date are not editable.
