Item List CSV Upload Times Out for Huge Volume of Data

Symptoms
When creating a large item list(100 K records) using the Item List "Upload" option, about 10 minutes into the creation the following error pops up
Steps to reproduce:
--------------------------
1) Create new item list.
2) Add items.
3) Select Upload List.
4) Navigate to CSV file.
5) Click OK. Note the above error occurs.
