OCI : SSH Connection Fails With "Connection refused" Error (Doc ID 2674012.1)

Attempt to connect to OCI DB System using SSH fails with "Connection refused" error. The SSHD service fails to start with the below error

[FAILED] Failed to start OpenSSH server daemon

The permissions on /var directory were changed to 777.
