Symptoms

On : 11.13.19.10.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
If any AOR representative is not available for a employee, then system is automatically routing approval to next level rather than failing.
 

EXPECTED BEHAVIOR
-----------------------
If the employee is missing the Representative, it should throw an error like History Tree Error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
a. Customer has set the approval rule (Manage employment) to 'current manager' > AOR (Function Head) > AOR (Business Head).
b. Raise dept change request for a person who doesn't have a 'Function head' assigned as AOR.
c. Approval shows Manager and AOR (Business Head) in the tree instead of failing as Function head is not available.

Note:  Approving as Manager to see if the AOR list changes but it didn't change and AOR (Business Head) is listed as next approver.
