OMC: Maintenance Window Start and End Time can not be Set Properly using Time-Wheel

Symptoms
When creating a Maintenance Window in OMC, it is not possible to set the Start and End time using the "time-wheel" widget to the value earlier than the current time of the day. It is so even if the date is set to the future date. For Example, when the current Date time is 06-Aug-2020 09:50 AM and Maintenance Window start date is 07-Aug-2020, still time-wheel does not allow to choose time before 09:50 AM. The numbers on the widget are not active (disable and grayed out) and the wheel doesn't rotate in that direction. At the same time it is possible to type-in the right time into date/time the window.
