Fusion Global HR: Line Manager is Not Able to Create New Positions (Doc ID 2674507.1)

On : 11.13.20.01.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------

Customer is not able to create a new position using Line Manager role. After customer created a position, in transaction console, transaction is in pending and after a while fails with this error:

"Client received SOAP Fault from server : access denied ("oracle.wsm.security.WSFunctionPermission" "http://xmlns.oracle.com/apps/hcm/common/transaction/transactionService"


EXPECTED BEHAVIOR
-----------------------

Customer should be able to create the position using Line manager custom role

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Manage Position

2. Create a new position

3. Navigate to transaction console, the transaction is in pending with error
