Symptoms

The user in this case was attempting the access the Oracle Cloud Service (Oracle Content and Experience Cloud - OCE) for the first time using the link to the service provided in the Welcome Email.  The user was redirected to the IDCS sign in page and applied the authentication credentials, but access was denied.

Changes

 The user had been using Microsoft Edge as their default browser on workstation.
