Web Services / API / Integration Activity Results in Intermittent 404 Not Found Errors

When sending a standard API/Web Service/Integration call to a Unifier Cloud (seen in GBUCS environments only so far) environment, occasional "404 Not Found" errors are returned to the SOAP client. This is seen randomly across projects, business processes, or any supported web service call.
HTTP/1.1 404 Not Found
The issue can be reproduced at will with the following steps:
- Send API / Web Service / Integration call to Oracle hosted Unifier Cloud environment (GBUCS only at this time), then the Error referenced above is returned to the SOAP client application.
- Most of the time the call results in a normal Response Code 200, but occasionally the SOAP client is logging 404 errors and the expected results are not seen in the Unifier environment (for example a BP record is not created, or Shell is not updated).
