ACTUAL BEHAVIOR

Notifications are not going out from OIC-GEN2 instance. No errors on OIC side but email not received.

EXPECTED BEHAVIOR
-----------------------
Emails should be sent out successfully.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a notification action to send email and note email is not sent out.
