Contact Request Approved and Rejected Emails Sent in Wrong Locale (Doc ID 2675866.1)

The issue can be reproduced at will with the following steps:

1) A B2B contact request is made in English.

2) The Admin User has set their Content Language to another locale such as French in Admin.

3) Admin User then Approves or Rejects

4) The Contact email is sent to B2B contact in French instead of English.
