Symptoms

On : 11.13.19.10.0 version, Manage Payments-Prepare and Record Payments

BUG 29272911 - AFTER P2T REFRESH, FORMAT PAYMENT FILES IS FAILING WITH ERROR FND-2403

After P2T Refresh, the Format Payment Files job is failing with the below error message:

Error while uploading attachment: JBO-FND:::FND_ATT_DATA_NO_CONNECTION:
FND-2403The attachment information cannot be
retrieved.The file repository is unavailable at this
time.Contact your help desk.The attachment
information could not be retrieved because the file repository is
unavailable.
oracle.apps.fnd.applcore.messages.ApplcoreException:

STEPS

The issue can be reproduced at will with the following steps:
1. Run through a PPR
2. Observe that the format payment files job did not generate any output.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot test PPRs in their test environment.
