'QUANTITY' UOM Type Is Not Available In UOM Types Drop List

Symptoms
The release notes for 20A include the following:
When a transaction is added to an existing declaration, the quantities are now summed on the declaration line. An error message will be generated when trying to add quantities not of UOM type of weight/volume/quantity.
Additionally, a transaction line with UOM type other than the types mentioned will not be allowed during Build Declaration.
If Quantity UOM Type is not weight/volume/quantity, the following error message will be displayed.
When trying to create a custom UOM Code of type 'QUANTITY', this is not possible.
