Symptoms

When Deploying Essbase Marketplace Terraform fails at Bastion host creation step with below error:

Error: Service error:NotAuthorizedOrNotFound. Authorization failed or requested resource not found.. http status code: 404. Opc request id:<opc_request_id>
on modules/bastion/main.tf line 4, in resource "oci_core_instance" "bastion-instance": 4: resource "oci_core_instance" "bastion-instance"
