When creating Initiatives, then adding the criteria via analysis and select the checkbox to Withdraw assignments of incomplete learners no longer a part of the learning initiative target audience, it is withdrawing assignments for learners who are in the criteria that should not be withdrawn.
When creating Initiatives without selecting the checkbox, it maintains the assignments for the learners.
The same process works correctly both ways when performed in a test environment. The analysis is also the same between production and testing.
