On : 11.13.20.01.0 version, Payables
When attempting to Add or modify Withholding taxes on Invoices
the following error occurs.

process_cancel_tax_line: -1:ORA-00001:unique constraint
(FUSION.ZX_DETAIL_TAX_LINES_GT_U1) violated The tax calculation has failed
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Invoice
2. Add WHT Tax codes
3.Validate the Invoice and try to add new tax codes
