Queued up Events are not executing in order after integration is re-activated (Doc ID 2678938.1)

OIC integration is configured to listen to the events from Engagement Cloud .
The Integration was deactivated and Event subscription was not deleted so that incoming events should be queued up for six hours according to documentation.

While that Integration was deactivated, three events were generated by Engagement Cloud.

When Integration was activated the three queued up Events were not consumed immediately.
Two more events were generated by Engagement Cloud.
So at this time there are total 5 events in the queue.

It is observed these 5 events were not consumed in the order they were generated.
The three queued up Events should have been consumed before the two later updates.
Why is First-In-First-Out principle not working in this scenario ?
