Shipments lines are stuck in Shipped Status and Corresponding inventory has not yet consumed

After shipment line status changes to shipped, onhand quantities should be used and generate exact value

The issue can be reproduced at will with the following steps:
1. Create Sales Order
2. Release sales order via scheduled pick wave process
3. Pick confirm the order
4. Auto ship confirm the sales order via Ship Confirm schedule process
5. Go to Manage Pending Transaction and record is getting stuck there
