Approval Notification Showing Initiator As Last Approver When Auto Approve

For Local and Global Transfer, we have set up two sequential rule checks.

The first rule checks if the new manager is the CEO. If so, the approval goes to the CEO. If not, the approval goes to the new manager and new manager + 1.
The second rule checks if the transfer is from Non-US to US. If so, the approval goes to an I-9 group. If not, it is auto approved.

When the second rule check goes to auto approve, the initiator is being displayed in the notification chain as the final approver.

EXPECTED BEHAVIOR

The initiator should not be in the notification flow as the final approver.
The approval does not end up going to the initiator, but it is very confusing.
