Fusion HCM Data Loader: DocumentAttachment Not Visible in UI After Successful Load (Doc ID 2680293.1)

Symptoms

On : 11.13.20.04.0 version, Data Load

ACTUAL BEHAVIOR
---------------
Able to load Document Of Record and Document Attachment object records successfully via separate DocumentOfRecord.dat file loads, but the Document Record doesn't appear in the UI.

EXPECTED BEHAVIOR
-----------------------
The Document Attachments should appear in the UI along with the Document Of Record object

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load first Document Of Record and then Document Attachment object records successfully via separate DocumentOfRecord.dat files
2. Document Record doesn't appear in the UI but can find the object record in the database tables
