Customer get following INVALID_NAMEID_POLICY error when Test SSO in security console
Steps to reproduce:
1. Access fusion application
2. Click Navigator -> Tools : Security Console -> Single Sign-On -> open the IDP entry -> Diagnostics and Activation -> Test
user will get an error
