Symptoms

A Fulfillment Line is progressed to Billing without any Shipping tasks being initiated, this issue may occurs for any item type. The specific case reported was for an ATO Item which has been added to an order is not Shipping, the order line is progressing directly to Awaiting Billing.

The issue can be reproduced at will with the following steps:
1. Setup ATO Model and its components.
2. Create and submit order.
3. Observe that after work order, item is directly going to billing without shipping.
