On : 11.13.20.04.0 version, Permits

ACTUAL BEHAVIOR
---------------
Public user not able to see the summary report for the inspections.As the Inspection Summary report button is disabled .


EXPECTED BEHAVIOR
-----------------------
For public user, the Inspection Summary report button should be enable & user should be able to see the summary report for the inspections.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete an inspection as an inspector user. Make sure to complete a checklist, marking some items pass, some fail, and write some comments on something.

2. Log in as the public user for that inspection and permit.

3. View the Inspection Details for the completed inspection.

4. Try to click on the Inspection Summary Report button.

5. Try to find some other way to see the actual details of your inspection (what was reviewed, what passed, what failed, what are the inspector's comments).

The issue has the following business impact:
Due to this issue, users cannot see the summary report for the inspection as Inspection Summary Report button is disabled.
