ACTUAL BEHAVIOR
---------------
In SOA CS Environment accessing WLS and EM Console is slow. Restarting Managed server is not helping.

EXPECTED BEHAVIOR
-----------------------
Performance of consoles should be normal.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access EM and WLS Console and note it is slower than normal
