Planning Manager: Planning Sheet Is Not Being Refreshed, the Last Update Date Does Not Change (Doc ID 2681401.1)

Symptoms

On Unifier : Version 19.12.1

In the Planning Manager when refreshing the Sheet:

ACTUAL BEHAVIOR
---------------
When clicking on "Refresh" the Last Update date doesn't change, can't update the Planning Sheet.

EXPECTED BEHAVIOR
-----------------------
When clicking on "Refresh", it should refresh the record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Sign into Unifier and navigate to the Planning Manager's Sheet
  2. Click on the 'Refresh' button
  3. Notice that nothing seems to happen

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot refresh records.
